Job Title: Director II, IT Director, Department of Business
Information Services (250029T)Job Specific Information: The wage
range for this position is between $142,314 and $193,785. This

follow the link below.SUMMARY DESCRIPTION OF CLASSIFICATION:Under
general direction of the Chief Technology Officer (CTO), directs
the work of the IT Department of Business Information Services to
manage financial management systems, human capital management
systems, among other enterprise related applications. Assigns,
supervises, and deploys staff as necessary to meet the application,
implementation, development, deployment, and support needs of an
array of data systems and integrations, for schools and offices
that use these systems. One of the primary functions and focus of
this position is to lead the ongoing work to modernize the systems.
Provides insight, guidance, and resolves escalated issues
throughout the application development, implementation, and
support/production lifecycle. Assists in building and managing a
robust, reliable, secure, and scalable systems. Aligns the
priorities of the department with the vision of the Division of
Technology Services and coordinates the work of this department
with the other technology departments. Works directly with
stakeholder groups and functions to ensure the team members
understand business needs, functional and technical specifications.
Drives continuous improvement and automation to analyze business
processes, with a focus on process improvement, business process
automation, and efficiency. Manages relationships with third-party
vendors, including managed service providers, to ensure the
successful delivery of services. Physical Demands: None. Special

required.KNOWLEDGE, SKILLS, AND ABILITIES:Ability to manage
multiple complex projects and achieve results within required
deadlines, functionality, performance, quality, and budget.
Demonstrate the skills and ability to oversee both multilayer
projects and large teams, implement and integrate purchased or
developed solutions, and model effective customer management
practices. Knowledgeable and able to provide keen oversight of the
district's Enterprise Resource Planning (ERP) software; such as
integrations, enhancements, and implementation that align with
MCPS' business information service needs. Knowledge of and ability
to support current information technologies and best practices.
Ability to use past experience and sound technical judgment to
provide needed information technology development and support to
staff in schools and offices. Ability to quickly learn Montgomery
County Public School (MCPS) policies, regulations, and practices.
Requires excellent technical, process improvement, project
management, team-building, and oral and written communications
skills. The director must possess a strong work ethic and the
commitment to nurturing productive relationships with staff,
colleagues, customers, vendors, and partners. Experience in
negotiating and/or managing contracts and agreements. Strong
understanding of IT governance, compliance (policy, regulations),
and security best practices. Knowledge of a variety of technology
architectures including web-based architectures, software
development lifecycle, application security, client/server and
centralized computing models, project/process management, and
operations of a large public school system are essential. Knowledge
of Oracle and other enterprise databases. Knowledge and
administration of the three MCPS Professional Growth Systems (PGS)
is desired in order to develop, empower, and provide timely
feedback to staff. The director makes use of industry standard best
practices for the effective and efficient delivery and management
of K-12 solutions using current cloud based and internet
technologies.EDUCATION, TRAINING, AND EXPERIENCE:Bachelor's degree
in Information Technology, Business Information Systems, or similar
related discipline from an accredited college or university.
Master's degree in an IT field preferred. Significant experience in
managing complex data systems and multiple simultaneous projects.
Experience with K-12 business systems (e.g., Lawson Infor, Oracle
Cloud Fusion, Microsoft) and student data systems desired.
Experience with managing vendor contracts and request for proposals
(RFP) process. Experience in transitioning legacy enterprise
systems from on-premise to a cloud environment preferred.
Demonstrated experience in providing services and support to users
and developing new technology solutions to meet changing customer
needs. Proven experience in leading large teams, managing staff,
and managing multiple large budgets.
